The agency also is hopeful that the new rules will ultimately increase the quality of life of smokers and people who surround them and will help smokers in reducing the smoke intake. Smoking in these banned areas will not be a crime per say, but it will be a civil violation and will result in some form of penalty to the residents and tenants.
